United MileagePlus (Consolidated) - Fare availability differences for GM vs 1k?

Edit:
Found it. Seems logged in as a UK account, V is available. Visiting as a US visitor, there's availability all the way down to L.

Just wondering if fare class availability can display or be available differently depending on who buys and where the ticket is bought from?

To expand slightly:

I had to book a MAN-EWR late September. Logged in as a 1K, the default search showed me a V fare (V6) with no cheaper tickets available. Fine.

Our PA at the company buys the tickets - as a GM (or possibly via Expedia), and is able to get an L fare? Checking even now, I see no L availability, yet my tickets clearly show that.
There was no lower than V availability as I was checking even as the ticket was being booked!

I'll likely still call up and see what the difference is to the lowest GPU-usable fare is, but still...I am a little confused!

It used to depend on where your ticket is issued (market) many years ago but I am not sure if this is still the case nowadays.

M.B.P. (Market-Based Pricing)

As recently as yesterday, I priced a round-trip ticket from the USA to deep South America. Fair from the US and back was $3,300. Change the routing from South America to the US and back, and that fare drops to $1,300
