Miles & More (Lufthansa, Austrian, Swiss, and other partners) - Upgrade with miles different availability than normal award?

just got off the phone with SEN Istanbul and learnt that the upgrade availability differs between a normal award.
Is that new? Always thought that whenever O is available you can grab it.

Yes, there are two shades of grey (since a few years) ... I or O being available for awards doesn't mean automatically that you can upgrade. :td:

Does this also apply to upgrades with vouchers?
Trying to upgrade on OS from IAD to VIE with vouchers; from a V fare eco ticket, business is wide open with Z9 D9 C9 J9

where can you see the O bucket? Experflyer isn't showing O or I availability afaik...
