Star Alliance - 2 Qs for new *A account for my friend....

I have 2 question for my friend who already flown on *A.
#1 can i retro claim miles on any *A flown before a FFP account is opened. My friend she flown AirNZ on Y+ from HKG-AKL. Might be just enough to get a ticket o HKG-TPE
#2 if so... It seems united seems to be the best use for short haul from HKG-TPE.. It looks like...

I know of certain FFPs that one can retro claim, but the flight should have been taken within 3 months. A3, SQ, TK come to mind.

I wonder if the HKG TPE route exists for TG, otherwise it would be much more better on TG than on UA
