We are flying from JFK-FRA in the Spring the return is to IAD. In the past, we have done a one way car rental to get to JFK. This time, we are considering Megabus. Looks inexpensive and will get us to: 7th Ave and 28th St in NY.
The question is: How difficult/costly is it from there to JFK? We will each fhave one piece of luggage plus carry ons. Thank you!
Super easy.
Walk up to Penn Station (33rd and 7th). Take either the Long Island Railroad to Jamaica, connecting to the JFK AirTrain ($9 + $5), or the A train to Howard Beach to the JFK AirTrain ($2.25 + $5).
The $9 is the peak fare for the LIRR. Off-peak and weekends are cheaper (roughly $6 and $4).

If going by subway from Penn Station to JFK, taking a Queens-bound E train to Jamaica Station will normally be a slightly faster ride than taking a Rockaway-bound A train to Howard Beach. And the E usually operates with shorter headways than the Rockaway-bound A.
But with suitcases and carry-ons, I would probably splurge and opt for the LIRR over the subway.
If you travel alone or with 1 other person, the cheapest is by bus and/or subway.
But if you have 3 people are more, call car service. They'll pick you up at your door. No need to carry your luggages up and down the subway stairs, in and out the subway and bus, especially during rush hours. Car service cost about $45 or so. Come out to be $15 each.

Just make sure that you give yourself lots of time. I'm on Megabus now and its suppose to arrive at NYC 4:45PM and its just about that time and stuck in traffic on the NJTurnpike at Exit 6. We probably won't hit Manhattan until nearly 6:30. Most of the time my trips going to NYC from DC never arrive near on time. I've also yet to figure out why Megabus takes the BW Parkway instead of 95 between DC and the Harbor Tunnel. The Parkway always seems to be backed up while 95 (a four lane highway) is not.
Also, FYI the Megabus wifi seems to work only half the time and is very slow.

Maybe the driver is using a GPS. My Tomtom GPS always tell me to take the Baltimore-Washington parkway. But if I go route 95 between DC and the Harbor tunnel, it will add 2 extra minutes to the time.

I haven't been on the NJT in over a year, but heading North (about a week ago), it seems (to me) that they have made little progress in that one year period for the stretch where they are widening the NJT.
