Brazil - Replacing a Brazilian visa for a stolen passport

A colleague had his US passport stolen overseas and is trying to get back to Brazil asap. He had planned to return directly to Brazil but now it looks like he can't without getting a visa. He has Brazilian residency, but his residency card was stolen too. Anyone have any experience with this type of situation?

--> Can he get a tourist visa even though he has residency?
--> If not, can he get a "2nd copy" of his permanent residency visa (VITEM V) applied/transferred to his new passport? Is that any faster than getting a tourist or business visa?
--> He is outside the US - am I right that the overseas Brazilian consulate will probably tell him to go back to his home consulate in the States?
--> My experience with the Brazilian consulates is they don't expedite anything. Any magic words or suggestions?
--> Any other ideas?

That's a pretty narrow demographic you're asking about---folks with permanent residency in Brazil who spend time on travel on travel forums. And of those, only those who have lost their documents or required a segunda via. Abroad, even narrower. I'd suggest posting on the busy forum on the expat site www.gringoes.com, targeted to those living in Brazil. I would suppose your colleague is going to have to check with the nearest Brazilian Consulate anyway, at least for advice. Magic words? Paciencia.
