Qantas Frequent Flyer - Enforcement of new/old baggage allowance for domestic business?

I am currently booked for a domestic business flight in September. This booking was made long ago, using BA miles. At that time, there was an allowance of 1 free bag in business. A few months ago, domestic business was changed to allow 2 free bags. I understand that the change is only supposed to apply prospectively, so old tickets (such as mine) do not qualify. At least that's what it says on paper -- I'm wondering if that's the experience in practice. Do agents actually check the ticket date, or do they effectively allow 2 free bags for all domestic business flyers? I could just show up at the airport and take my chances, but if it's not allowed, it's more expensive to pay at the airport rather than in advance. Does anybody have experience one way or the other with this?

PS I can't just cancel and rebook, because BA's change fee is greater than the cost of a second bag.

The allowance is detailed in the booking so the agents do not need to check a ticket, the system will tell them whether the passenger is within their allowance

I recognize the allowance is listed in the booking. The question is whether agents actually follow that, or whether some/most/all agents effectively give all current domestic business travelers the benefit of the new rules. Does anybody have actual experience one way or the other?

Agents could follow it but my experience is generally they do not for business. If you are looking at taking three bags or two overweight bags then you are going to draw sufficient attention to yourself to be more likely than not to being charged. Likewise I find the ground staff in Adelaide to be especially vigilant.

@Dave Noble I am not sure the system actually knows, just had a friend fly on the Air France code and QF tried charging him the QF excess bag rates, not the AF rates as per his ticket. Wasn't until the agent when into the ticket that the correct, much lower rate was charged.

The system will indeed recognise the allowance that the passenger is entitled to for a Qantas passenger on a Qantas flight

The excess fee is only $30 / $20 so not exactly a major issue I would suggest; given that QF now offers discounts for buying in advance, I am surprised if they are not actually enforcing it

Wth IATA resolution 302 (MSC) the PNR should list the correct 'free' allowance for each segment/journey and the carrier to who's auspices the allowance relates.

Be surprised -- there doesn't appear to be enforcement. I have now completed two business domestic flights on tickets issued prior to the change in baggage rules. In both cases, during checkin the agents didn't charge for an "extra" bag, or even indicate in any way that they thought it was extra. So, at least based on my experience, I have to conclude that in practice the new baggage rules are being applied to all business domestic travelers, regardless of when the tickets were purchased.
