Singapore Airlines KrisFlyer - W fare bucket - Matrix sees it, but TAs can't book it?

So I'm looking at an economy TPAC flight (yes, I know), leaving December 13 and returning December 31.
Forcing a W fare bucket into Matrix, I get SFO-HKG-SIN-HKT outbound, SIN-NRT-LAX return for $1540 CDN on SQ.
However, two different travel agents have told be that they cannot book this ticket; after the second reply, I checked Matrix again, and it's still showing up as available.
Anyone have any experience with a similar situation?

What exactly are you trying to do? Just SFO-HKT via SIN? Are you stopping over in HKG? No, then don't put the city pair in. Return from SIN to LAX?
What travel agents are you booking with ? US or Canadian ones?
I don't know what this 'matrix' you are referring to.. but there are no W spaces for the 13th and the 31st. There are some "E" seats on the 14th. But other than that - nothing.
Trust your TA - they can see all the spaces there are available.

What I'm trying to do: fly from YYC to HKT, stop over, fly from HKT-SIN, stop over, and then fly from SIN to YYC. The relevant flights on SQ are from either SFO or LAX to HKT, and SIN to either SFO or LAX.

Canadian travel agents.

The 'matrix' I'm talking about is matrix.itasoftware.com; I've usually found it pretty reliable for showing availability. The screen shot below shows the input:

And again, it is, at the time of this post, showing availability in the W fare bucket.
I'm not doubting that this may be phantom availability, which is why I started this thread, to see if anyone else had run into this before.

Go to a reliable TA in YYC (Chinatown) where they might have consolidator fares for SQ.
