It looks like I will need another 1.5x miles booked in discount business to make 1k again; however, when I try to do so on UA website and request z fare it gives me P for discount business. Will P give me the 1.5x EQM? Also, anyone have any suggestions for routing? I will start in LAX or SFO. Thanks.

To answer your question: Yes, P will give you 150% as per the United earnings chart: http://www.united.com/CMS/en-US/Marketing/CustComm/Promotions/Pages/united.aspx.

Thanks. Assuming no other travel other than what has been booked already, I need 22,500 actual to get the 33,000 I need. I might have to make two trips.

33K is a lot of miles... Depending on what's most important to you, you might consider just a short MR to get up to Plat and then go for 1k again next year?
Purchasing business class tickets for that distance will cost a pretty penny. If you can live with E+ and presumably score a few upgrades along the way, it would be far cheaper to book economy class. In October there are same-day turns SFO-EWR-SJU-EWR-SFO for $316, which is 3.8cpm. 4 trips and you've got your 33K.
If money is no object, you might consider to simply buy the EQM's using United's Reward Maximizer; these can usually be had for approx 10cpm which is as cheap as any business class MR you might find.

That's what I posted in another thread over at United forum, and a couple of posters immediately said that you can. For sure for Plat, did that last year for about 5K EQMs.

Could you elaborate where you saw such a restriction? I could find nothing in the relevant T&C on the United site that suggests this.
