Arrived to collect at 20.15 ( a little late due to flight delay ) - advised no cars available, come back in 30 minutes.

Very tired family little choice other than to wait it out.

Is this acceptable? Is compensation available in such a situation?

Its frustrating but happens. Sorry it happened at such a bad time for you. If not prepaid, I do not believe that most agencies guarantee a car. Happen to me at LGA last month.

Yeah Guess a prepayment would have solved the issue here, but didn't you give your flight details to Europcar? did they not check if the flight was delayed or not before selling it to someone else?
