InterContinental Hotels: Priority Club & Inter-Continental Ambassador - So how often can I refer as a RA?

Here's the scenario.
With a fellow FT-er we cross referred each other to RA near the end of our respective RA years (I used my voucher, but filled in his details, and vice versa). So far so good, both of us thus renewed RA status.
Now I got the welcome pack* with a referral voucher included (yeah!) Now this voucher has an expiry of Dec/2012. Can I use it to refer the missus (or anyone else, for that matter) seeing that I already referred someone this May? Is it documented somewhere?
* in true FT spirit I waited for the downgrade Amb pack to arrive THEN I sent in the RA voucher to renew, so double bennies :)

You are allowed ONE referral per your membership year as an RA. It is not based on the calendar year.

Does my referee have to pay the $200 if they are already an Ambassador member?

No, but RA status will only be valid until the end of the current Ambassador status

Letter of the law, no. Spirit of the law, yes. Nothing in the terms and conditions to indicate one cannot refer twice in one year -- Ambassador year or otherwise.
But,
4. Membership Cancellation. SCH reserves the right to cancel any Priority Club membership and revoke any and all unredeemed Priority Club points collected by any member for reasons that include, but are not limited to: (see terms and conditions)
Similar situation and I thought best to not refer twice in one year. Another referred RA (without a referral voucher) would find the referral voucher of value, though.

Please explain how you could legimately have 2 referral certificates in a single membership year. IHG does check if you have already made a referral in your current year. Furthermore, the referral certificates have a short expiry period.

The referral certificates have a 6 month expiry period. ...What does that have to do with the price of tea in China?

Not all certs have expiry - my previous one came with no expiry date.
But this is good news, because I referred once during my PREVIOUS (R)A year, so accordingly I can refer once again during the current (R)A year

One referral (for RA) per membership year.

Certificates without expiry dates are mistakes that are mailed out by the shipping company. The certifcates are stamped with the date and code when being shipped.
They are rare. However, IHG does check that the referrer has RA status and has only referred one person during their membership year when checking the referral certificates that they receive.

I think the difference is between a membership year and a calendar year.
For example, my membership year is Mar-Feb so (assuming the certificates were within their expiries) I could use "last year's" referral in early Feb and then "this year's" in late march. I would have referred two people in about a 45 day period within the same calendar year but in different membership years.

RA certificates are normally only valid for 6 months (unless you received one without an expiry date), so your example would not be valid except in theory.
