Canada - Help with an engagement at YYZ

Friends, my best friend is planning to propose to his girlfriend immediately following her return from a year doing relief work in East Africa. She will be returning via Dubai on Emirates and is a Canadian citizen.
He has never been to the Toronto airport before, so any ideas regarding how and where to pull it off would be appreciated. She has no idea he will be there and thinks she won't see him for another two weeks.

The only place I can think of us one floor above the exit from the baggage claim...lots of open space, not too crowded.
(IMO sounds like a disaster in the making. Mindset upon return from a year in Africa is quite different....and EVERY female on the planet wants to shower and freshen up after any medium or long haul flight).

Agree 100%, especially on the first part. Hopefully she's not with a "friend."

Total agreement with bolded statement above.
IME with relief work; operations/management in the field and at home office - If she is returning from a year of East Africa relief work I would suggest that he wait until she has been debriefed before encountering any major surprises.
