As a Mileage Plus Explorer Visa cardholder is travel booked with miles on United.com still get the free first checked bag if your actual flight is on a partner (US air) airline ? Thanks

I looked but I can't seem to find the answer

Nope.

It depends. But it will have nothing to do if it is an award ticket or not (unless the miles used are originated from a M+ elite member).

Let's say you are going RT on SFO-PHX-CLT (SFO-PHX on UA; PHX-CLT on US).

In this case, you can still get free checked bag for the outbound, but you will have to pay for the inbound as US is the one who collect the fee.

But it is a straight UA booking on US entirely, then no.

Thanks guys, I will have to pay for the bags but on the flip side the US flight was 25K miles cheaper. So it's $50 vs 25K miles.

It depends. ...

Well, in the situation you described the flight wasn't operated by a partner like the OP asked. ;)
