We are going to the Philippines in October and will be flying from Manila to Boracay (likely Caticlan). It looks like this will be on Cebu Pacific or Philippine Airlines (dba Airphil Express). Both appear to have extremely restrictive baggage rules esp. on the small AC flying that route. For instance, even on the Cebu Pacific purchasing page, I am unable to pay for extra baggage though they allow for such payments on other routes.

What is the story on baggage on these flights? I can't find any good information about what to expect and what we would pay for either a second bag (i.e. a small carry-on and a small personal item) or for an overweight checked bag.

Airphil Express uses Bombardier Q300 for their flights to Caticlan...being a local I don't usually carry much going to Boracay although I've seen tourists check-in relatively large suitcases. Depending on when you actually go and how heavy the load is for the day and the weather conditions in Caticlan, they might offload bags and send them to Manila through Kalibo.

All turboprop flights in the Philippines (whether operated by 2P, 5J, Z2, DG, etc.) normally only grant a ten-kilogram baggage allowance. Depending on space, you may be able to pay for a second bag, but in other cases (particularly for MPH) people have had to be separated from their extra bags while it was brought on another flight or, worse, from another airport: in the case of MPH, this would be KLO.

Also, if I'm not mistaken, passengers are limited to only one carry-on bag on turboprop flights.

My personal experience is, that is wasnt handled as rigid as we thought it would be. We flew MNL-MPH on AirPhil and MPH-CEB on Cebupacific. We checked in our two carry-ons, the other hand-carried items were neither weighted or checked for size. Only in MPH we as a person were weighted.
Cebupacific had a promotion that included check-in baggage allowance of 15 kg per pax in the fare.
In MNL there were quite some passengers checking-in big suitcases and in some case i've seen that they were asked to pay excess fees, but i have no idea how much they were charged.

I just flew CEB - MPH (Caticlan / Boracay) a couple of months ago. They strictly enforced the checked baggage allowance. Correct that you cannot prepay for more than 10 Kg. But they will charge you the excess at time of check-in. If you're lucky, and the plane is not full... the bags will be on your same flight. Otherwise as others have suggested, they may go on later flight or via KLO.

There's also the scam where they randomly check carry-on bags as you go through security. Their baggage weight policies are almost impossible to comply with. Best not to openly show your Cebu Pacific boarding pass as you walk through this area.

Thanks. I've heard that the payment of excess baggage fees at Cebu Pacfic's check-in can be a hassle. Though I will be checking in at MNL T3, what were your experiences like at CEB? Were you sent back and forth between lines (check in lines and excess baggage fee lines?)? Does anyone know if there is a clearly-marked separate line I should head straight for if I know my bags are over weight?
