Cathay Pacific Asia Miles - Is there a fee if I cancel the upgrade using CX mile

I called Asia mile hotline this morning and afternoon. I got the different answers to the questions: one agent said they do not charge for the cancellation of the upgrade with the full mileage refund; but the other agend told me that I need to pay $120 to get the mileage redeposited into my account.

According to the T&C (http://www.asiamiles.com/am/en/site/terms#12), 120USD or 12000mi should be charged.

Seems it it a big difference of Asiamiles from US-based program. I know UA/AA/DL does not charge for the redeposit of the mileage if it is used for upgrade.
