Also note that he was selling timeshares in a booth outside the airport. Yes, technically he was "working at Cancun Airport", but he had nothing to do with the aviation system, wasn't subject to background checks, had no access to anything beyond what the public had, etc.

Indeed, I read the entire NBC News article that was linked and they were very misleading in making it sound like this guy was in some way an airport employee. Later this afternoon, I saw the story in the NY Times website and learned that the guy was just one of those timeshare hawkers who hang out at the airport, which really changed my opinion of the situation. In fact, the NY Times article was considerably more comprehensive. I certainly won't be trusting NBC News much, given their hyperbole and scare-mongering slant.

Interestingly, some of those timeshare sellers are - illegal workers! Yep, working without documents, on tourist visas from U.S., Canada, etc. ;) This guy was merely another timeshare seller on commission with no vitae or credentials checked. Nothing new here and certainly nothing related to air or airport or even personal safety.

...selling time shares to tourists in the Mexican resort town of Cancún.

Thread title changed to reflect facts.

Then again, OT, but I had FBI fugitives and mob folks living in my home town (and Acapulco was a favored destination) half a century+ ago. I remember when the US FBI came to the adjoining neighborhood and frogwalked "Jack" Walker away to a waiting car, with Mexican Federal police, for a ride to MEX and adios. (This was after several years of he and his family enjoying the balmy weather and a lovely villa in Cuernavaca, as well as a splendid yacht based in Acapulco.)
