The FAQ didn't address this question.

I'll be departing HKG in CX J for a connection at SIN on QF F.

Access to first class lounge in HKG or just business class lounge?

Are the CX and QF flights on the same PNR? If so, maybe yes. If not, I would say most likely not.

On same PNR. So I would think CX would be able to issue my QF boarding pass at HKG.

You may always ask. There is only one CX F lounge at the Pier since the Wing is under renovation. The QF lounge in HK may be open though. Note that the QF First lounge is also closed for renovation in SIN!
