I have a lot of Amex points and need to book 2 one ways within China, one 580 miles, the other 620 miles. i checked all the airlines i can transfer points to, but the lowest redemption level seems to be 25.000 miles. Am I overlooking something?

What are the cities? Have you checked prices on ctrip.com?
Non-hard-to-reach cities in China don't necessarily offer good redemption values, and maybe your cities can be reached by train.
Avios would present an alternative, but only if the flights will originate in Hong Kong (and I'm don't think that you consider that 'China domestic')

thanks. trying to go from Beijing to Xian, and then Xian to Guilin. Could be done via Star (Singapore Air would be 25.000 miles, going on Air China) or Skyteam (KLM would be 25.000 miles, going on China Eastern). I don't know about taxes. But revenue tickets would be 380 USD in total. So, I could almost buy the tickets using Amex points... ???

Are you going back to Beijing or is this all one way?
No way Beijing - Xian - Guilin should be 380 USD.

What dates are you looking at for each?
What service are you using to get your prices? (CTRIP, ELONG, QUNAR etc.)

ANA is 20,000 miles, and it's a transfer partner of Amex.

ana should be 25.000 since one of the flights is more than 600 miles.

You are searching quite a long way out. I suspect most of those prices will drop once the date gets closer.
Beijing - Xi'an should be around $100. Sometimes less and sometimes more.
Xi'an - Guilin should also be around $100 as well.

ANA's award chart I consulted with does not have an entry for 25,000.
https://www.ana.co.jp/wws/us/e/asw_common/amc/reference/tukau/teikeiair_1.html
Total itinerary distance
(the sum of all basic flight segment mileages)
Economy class Business class FIRST CLASS
0-2,000 20,000 38,000 60,000
2,001-4,000 22,000 43,000 70,000

you are right. however, it says at least $ 104 in taxes making it more appealing to buy revenue tickets with amex points as i will be also able to collect elite miles.
I think your issue is the dates are too far out.
Fares in Asia almost always much higher if you book far in advance.

Agree, as a Chinese national. Just type the city pair in Qunar and its price trend will give you a basic sense.

This is widely discussed in the China destinations forum here on FT. I'd say a month out of even 3 weeks out will provide the best price without risk of a flight selling out.
