I heard Bolivia (Santa Cruz, VVI) has a "Visa on Arrival" for tourist.

I would need to have all required forms completed, passport photo and $ upon arrival.

Can anybody tell me if this is accurate, and if so, would you have wait much longer than somebody that already has a Visa?

Check an embassy/consulate.

I flew to VVI in Dec. '09, and they most certainly did not have this system in place at that point.

I was in Bolivia in March of this year and this system is in place. It is more expensive than getting a visa beforehand, though.

When you say "more expensive", do you remember the cost?

I see $135 on a Bolivian website.

Also was there a very long wait?

The visas are available when you arrive at Customs. Make sure you have the appropriate documentation and 135. It takes about 5 minutes.
