All Nippon Airways Mileage Club - Manila connection time? NRT-MNL-CEB

I’m flying NH from NRT --> MNL then continuing to CEB on a separate Cebu Pacific ticket.
I arrive MNL at 21:00
What onward flight should I book?
1) MNL – CEB departing 22:40 (or if 1 hr & 40 min. is not enough time to connect, then…)
2) MNL – CEB departing 04:10 the next day
I need enough time to clear customs and immigration, reclaim baggage, and check-in for Cebu Pacific flight. Luckily both airlines operate out of Terminal 3.
If I book the 4:10AM flight, are there private rest rooms / lounge I can pay for by the hour?

I fly on that NH flight many time and have even connected to the CEB flight before. As long as the flight is on time you should have no problem at all, especially if you are in J as you will be one of the first off the plane. I find this flight is usually on time and it is the only international flight into T3 at that time so the immigration line isn't long (and customs is merely handing them a form) but if you are in Y you should rush there to make sure. Also baggage is usually delivered fast and once you get it just head upstairs to the Cebu pacific check-in counter. As long as you are there within 45 mins before departure time you will be fine and they will check your bags. As for lounges and private rest rooms, no dice, there is none in T3. I say stick with what you have and as long as you are on time you will make your flight with some time to spare.

I've flown into T3 on NH once and yes it was pretty empty at that time of day.
I agree with sjmoss23 that it will be better to rush to the immigration line if you're in Y.
Better to get seats in the front part of the cabin in that case.
There're a few hotels, including a Marriott across the street in front of T3 if you decide to take the 4:10 flight and absolutely need somewhere to stay in until then.
