Air Asia and Nok Air are a couple low cost carriers in Thailand. Book directly through them, very cheap prices at times, something like $30 for BKK-CNX, but they have tons of different fees. I ended up redeeming UA miles on TG for my intra-Thailand flights.

The following website is noted for finding budget travel deals worldwide. I just searched yesterday for intra-country flights in Thailand and New Zealand and used this website for the first time. It was excellent and identified the Noi and Air Asia flights noted. Give it a try at least for budget flights.

With regard to extra fees on Noi and Air Asia - it is true, but still cheaper than Thai airlines - which was about twice as much. For example, on Noi, the extra baggage costs is $7 US for up to 55 lbs and $13 on Air Asia. On Air Asia, reserving a seat was like $2 US - the most expensive fee was the $5 per ticket to charge to a credit card. So maybe about $20 more in fees but for Bangkok to Chiang Mai, the Noi and AIr Asia fares were $47 to 56 and the fares for Thai or Bangkok air were $114-126.
