New York City - In-Transit through EWR (Luggage, Lunch?)

I am flying from Toronto to Delhi with a stopover at EWR for 6 hours. My luggage will ofcourse be checked till DEL from TOR. If I want to go and have lunch ouside in NJ, I believe I can do so without collecting my luggage and then come back and re-check again closer to the time of my connecting flight to DEL. Can anyone confirm this or will I have to collect my luggage and clear customs prior to exiting the airport?

Also if some can suggest some good Indian restaurants near the EWR airport.

Assuming you're flying from YYZ, and not YTZ, you clear customs in Toronto, so you'll arrive in EWR just as if you would from a domestic US flight.

Thanks for the response.....Yes I am flying from YYZ.....

So if I understand correctly, I can leave the EWR airport at NJ without having to take my checked in luggage.....and then re-check in for my connecting flight.
