A friend of mine is traveling to the USA from Asia and would like to see 3 cities in the USA..that is what most alliances offer when an airline is a member ..for under $500..but Emirates..is NOT a member of any alliances..so is there any other options..programs..?. Maybe through American tourism board ?..anybody know?

Asia is a very large continent and the United States a very large country. Would it be possible to be more specific? What are you looking for?

Emirates is not in any alliance, and does not operate nor to the best of my knowledge codeshare on any routes within the US.

Partnerships are in place with Alaska and JetBlue - which means you can earn miles (and soon will be able to redeem) on both US carriers. For details, click here...http://www.skywards.com/Partners_ataglance.aspx?SkinID=1-Partner+Airlines

I think the OP is referring to the airpass schemes offered by the three major alliances. But these require arriving in the US on an alliance member carrier, which EK of course is not.

The only non-alliance pass I can find quickly is this one on AS: http://www.allairpass.com/index.php?option=com_content&task=view&id=104&Itemid=163. Will definitely be worth searching further.

hththe quoted price point seemed a bit low. I've never thought of such passes as having decent value.

Within the US, carriers such as jetBlue and Virgin America sell all of their flights as one ways. If you are going between cities served by either you can often get a good deal. With legacy carriers, you might have to try to book it all at once and a multi-leg trip can be less expensive than booking each leg separately. Be mindful that legacy carriers charge $150 minimum plus the fare difference to make any changes. So if you need flexibility use Southwest which has no change fees (just pay fare difference) or buy a ticket on Alaska/JetBlue/Virgin America which all have lower change fees than the legacies.

Yes, indeed I am referring to the 3 major alliances offering passes for seeing USA/Canada (upto 3 destinations) at very low prices; I have heard like $300-500 for 3 destinations. This is for travel origination outside USA/Canada and for non-USA-Canadians. I can't seem to find info on these passes.

Change fees do not apply to all fares - only to the discounted ones.
