Marriott Rewards (including Ritz-Carlton) - Government Per Diem Rate Problem in Honolulu

Is there a way to search just for per diem rates?
Trying to book a trip to Honolulu on official business in August but the Waikiki hotels (CY and Marriott) are showing government rates higher than per diem. Used to be a way to search for the days the per diem rate is available but I can't find it.
And... I thought they can't offer federal government rates higher than per diem. A lot of young military folks could really get hurt bu this.

Under the location and dates on the booking page there should be a link that says "Special Rates & Awards". Click on that and it should show you 4 or 5 special rates, one of which is "Government/Military" or something like that. Click on that and it will show you which hotels have Gov't rates available. I know the Marriott Waikiki has a higher rate that guarantees an ocean view room. If they are maxed out on the lower per diem rate, that higher rate might show up. I think it's $229 or somewhere around there.
I checked 8/12-8/18 and both the FS and the CY show the higher rates with ocean view or breakfast included or suite. To me that means they are maxed out on the lower per diem rate and this is what is left.
The Ko'Olina is showing the regular per diem rate of $177, but that is a bit of hike if you're working at Pearl or Hickam.

Room rate per diem usually needs to be set a the official per diem rate to be called per diem. But in some markets, where per diem isn't really a good rate for the market, hotels will combine the cost of parking and/or meals with the rate so it fits within the gov't travelers overall MI&E + per diem allowances as it allows the hotel to net a rate closer to fair market value.
In other markets, some hotels don't even offer per diem, but instead offer a government discount because per diem isn't really a good value for those markets.
