Kyoto city has announced it is launching free public wifi in mid August.

630 hot spots including bus stops, subway stations and 7-11s
3 hours limit / session
simple authorization process required by sending a blank email
* this may be a hurdle for foreign tourists

Hmmm...I'll be in Kyoto in the beginning of August...probably too early for this :(

I find it pretty ironic that they launched this because of survey results from foreign tourists.
The poster at the bottom has stuff translated into English but they obviously didn't think about what to do when you can't access the internet.

Hmmm looks awfully like the "free" wifi I came across in a McDonald's in Bavaria. They would send you the authorisation code to your phone. Only problem was, the system would only accept +49 (Germany) country code in your phone number. So if you didn't have a German phone, no wi-fi despite all the publicity.,
