This is listed on the hotel's website, under "Special Offers", however the rate description varies from what you wrote.... perhaps they've revised it since the text you pasted seemed to neglect Kentucky and Missouri, which also border Illinois.

Now it reads: "Welcoming all Residents of Illinois, Michigan, Iowa, Wisconsin, and Indiana with a special rate of 25% off the daily rate."

Also, the site indicates one must book by 30 March 2013 and stay between 23 April 2012 and 30 March 2013.

They must have added that...thx.
FYI no ID request at check-in (though my address on file is IL...no reference to it being resident rate either by FD Agent).
Yes, some other weekends avail just not as many days as over the Holiday weekend.
Also no lounge so Full Buffet Breaky for 2 (though a bit crappy if hotel isn't busy as food gets a bit stale) plus of course my 1K Diamond amenity and my 2500 AA miles and free parking.
Note-last 2 stays here my 1K bonus hasn't posted so having to call Diamond Desk makes it 1500. Here's hoping for a 3 and 4 peat from the weekend stays!!
