British Airways Executive Club Gold and Silver members, AA Advantage Executive Platinum and Iberia Plus Platinum members can take the maximum weight of 32kg per bag without paying the heavy bag charge.
This applies to all passengers travelling on the same booking.
Not nice that BA favors its own elites, and those of AA and IB, over those of JL (and AB, CX, AY, LA, QF, RJ and S7).
But, this doesn't seem to be a published oneworld Emerald benefit, so it's legal, I suppose. Worth complaining about?

Another trivia question. No, really, these actually come up! Intra-Europe trips planned this summer, on BA, and OH is JMB Diamond.
Bag is probably between 50 and 70 lbs. (23-32 kgs.)

Well IB is owned by IAG and AA has JBV with BA...and extra baggage allowance isn't an oneworld benefit so unfortunately you will have to pay for the extra charges

That was my assumption. I'm just surprised that BA is also scrabbling for extra fees wherever it can. 40 GBP for one bag over 23 kg, yeesh.

Complaining on what grounds? As you have already mentioned, it is not a benefit which you are entitled to, so what would be the basis for your complaint?

It's similar to what other carriers including JAL is charging

AA provides that benefit for all OW Emeralds. BA picks and chooses, for two members other than its own elites. JL seems not to provide it for anyone other than their own elites. (for all others, 6,000 JPY)
I just thought, BA ought to follow AA's policy. Now that I know that BA elites would be charged by JL, I'll zip it.

AA provides extra baggage allowance for all OW elites, and as far as I know is the most generous alliance member on this point. The extra baggage allowance simply allows 2 bags fee-free, but still subject to weight limits (23kg each for most itineraries). Even AA elites have to pay if the bag is too heavy.
IME JL has been one of the stricter carriers in enforcing excess baggage fees. 2 x 20kg bags on a Y ticket KIX-SIN once set me back US$600 o/w.
OW doesn't offer reciprocal excess baggage allowances, so if that's important to you, OW isn't the alliance for you. As annoying as being nickel-and-dimed for a heavy bag charge is, it's not arbitrary. After you check your bag, baggage handlers have to lift the bag lots of times to move from one belt to another, and position it on the aircraft. The exertion and risk of injury between routinely lifting a 23 vs. 32kg bag is probably substantial.

I made several errors, thanks for clarifying.
The issue is the charge for bags weighing between 23 and 32 kg.
I stand corrected, AA charges everyone for those, even its own elites.
What threw me, is JL's confusing "Diamond benefit":
In addition to the standard checked baggage allowance, JMB DIAMOND members who are flying on JAL Group operated flights are allowed to check the following extra baggage free of charge.
●Domestic flights : up to 20kgs
●International flights : one extra piece (up to 32kgs per one piece)
If flying Y or PY international on JL, the limit is 23 kg, with 2 bags free. So, what happens if a Diamond member in PY has three bags, two of which are overweight? Do they have to pay the overweight charge for one of them?
(But, I think I was right, at least, that on BA, its own elites and those of IB and AA don't pay the overweight charge. So BA is more generous with AA elites than AA is! Also for lounge access, IIRC.)

Yes you will have to pay for the overweight charge for ONE of the bags
