Cathay Pacific Asia Miles - DragonAir luggage allowance with One World Emerald

I have a question that I can't seem to find the answer on. What is the luggage allowance when flying on DragonAir with One World Emerald? Is there no additional allowance?

I have a Dragonair ticket to go from KHH to HKG, then connection to UA for HKG to SFO. Do I only have 20Kg (total) allowance?

Are the flights on one ticket? If so, you should get the allowance on UA all the way.

If not, sticking to the rules, you should get 20kg only for Dragonair KHH-HKG sector.

There is no Oneworld elite additional baggage allowance. Some airlines are more likely to look the other way on a few extra kilos and some are strict, but even elites on other carriers are entitled only to the class-of-service allowance.

If you are connecting to/from the US though, you should be able to get the US allowance of 2 x 23kg. I have been successful at having extra baggage charges waived even when the flight to/from the US was on a separate ticket. I can't find a source for this though if it's a published benefit or IATA rule.
