Apparently there are some people who still exchange money at the airport  and one of them asked me where it's best to exchange at TLV - "no-commission" change place or Bank Hapoalim. Anyone here have an idea?
Online info is not so relevant since it seems the exchange place changed hands a few months ago.
Thanks!

It's better not to exchange any money at the airport. If you really have to, you're still better off using an ATM card and taking cash out of the Bank Hapoalim or Bank Leumi ATMs in the arrivals hall. Even if you have a 2% foreign transaction fee, or a $2 external ATM fee, it's still better. The "no-commission" gives horrendous rates. I went to change USD 10, and they wanted to give me ILS 22. No dice

In general, the Post Office may be OK. However, I believe there are fees at the TLV post office. (Also, is there a post office at arrivals? Otherwise, you would need to take the elevator up one level to departures, and then walk past check-in to the post office, and security may have a problem with you taking luggage through as it won't have security tags and you will not have gone through the security interview.)

It's at level 3 but I assumed the rates would be horrible

Best advice is to use the ATM after you have your luggage and exit into the Arrivals Hall.
Obviously this is predicated on your having a credit card that doesn't kill you on overseas transactions. Worth confirming prior to departure.
