It certainly is available from NRT/HND/FUK/KIX/NGO, I was able to pre-book a meal ex FUK. All I had to do is email TG in FUK and ask for the available options.

I am just wondering, why can Thai not offer this Japanese selection for other routes departing from BKK too?

On my flight FUK/BKK, I had a bit of a chat with FA about the menu. FA said "Sir, all food was catered from BKK, not from Japan even with this flight, so you should know about it."
By combining with your wonder with what i was told make me think it really depends on which catering company TG has contract/s.

It's not clear to me if pre-ordered meals are available on TG flights from Japan. I'm flying FUK-BKK in August and tried to pre-order my meals online but the website hasn't enabled the option. Can someone clarify?

I suggest you write an email to the TG office at FUK airport using the address provided on this page: http://www.thaiairways.com/thai-services/on-the-ground/en/fukuoka.htm
They will provide you with the available options and assign your meal request. Worked like a charme for me.

Thanks. I did as such and they indicated only "special meals" were available like "gluten free" or "Japanese meal". Still waiting on whether the other pre-order meals (typically only available for flighs from BKK) are available for pre-order.

Apologize. I failed to check the site noted in OP's post before my prior postings.
Based on the site, FUK-BKK F&C's available menus are (please allow my poor English and translation):
NRT/BKK
1. Grilled/Pan-fried salmon with mixed herb
2. Grilled chicken (youngish) spiced with Yuzu (Japanese citrus) & pepper
3. Beef Sukiyaki
4. Eel (called Kabayaki in Japan, rather eel teriyaki would be the way)
KIX, NGO & FUK/BKK
1. Stewed chicken in Japanese style (traditional style in Kanazawa. would be good with an extra wasabi as an accompany)
2. Pan-fried salmon (not quite sure if it is grilled or pan-fried)
3. Beef Sukiyaki
4. Eel (same as F)
I still think usual pre-order is only available in F out of ex-BKK, but in C.
