American Express Membership Rewards - Platinum annual fee count toward spend?

Did a search, but didn't find an answer.

Does that $450 annual fee count toward the initial spend requirement? Got a 100K offer for $3000 spend over 3 months. The $450 annual fee was charged after the first billing cycle.

Why would anyone even think the annual fee would count towards spend which is naturally referred to "purchase"?

Very occasionally some cards would count balance transfer as spend - Chase' BA card came to mind and is clearly spelled out in the T&C, but I have never seen any card counts annual fee as spend, for obvious reason.
