I am a KLM Platinum leval member. I seem to recall in the old Royal Wing days that IC 6cc was free. Is it in fact free with KLM or any other program?

The rule is that as a KL Plat you should present your card to the 6cc club rep at the booked hotel. They handle free enrollment then for you. You can't do that prior to the stay or via post/mail/internet.
Maybe you should bring your KLM brochure as a reference for that.
