Do pax have to reclear security when connecting from an international flight to another international flight at LHR T1?

Yes - there is a quick security check - think metal detector, belts in plastic bin - for connections, but no passport control or immigration checks.

(Unless the second international flight is to Ireland, which counts as domestic at LHR T1)

Yes. Follow the signs for "transfers". Stay left at the passport/security area and you end up in front of a row of x-ray machines etc. Once through there, you find yourself deposited by the *A transfer desks in T1.
