I agree that one just needs to follow the money and see who profits (it is not the pax) to figure out why this is coming down.

OTOH - gee, screening cargo for explosives, what a novel idea. That was required by Congress several years ago, but TSA has continued to ignore the law in defiance. Since explosives are purported to be the Big Threat to aviation, it's probably a good idea to screen for them in cargo, rather than confiscating shampoo and frisking 4 year old "suspects."
