Staying at the Renaissance and it said a cab is $60? I noticed on the website that hiring a car would only be $38. What other economical ways for 2 people are there to get to and from TPA to downtown St. Pete.

You can take Super shuttle. I moved away from Tampa about a year ago but last time I took it it was around $21 for a one way ride.

BATS taxi's website is showing 47 bucks to the Vinoy. SuperShuttle is popular for getting to the St Pete Beach area and will cost about the same.
As far as public transit goes, difficult because TPA is in hillsborough county and Vinod in pinellas. If you want to have a gander, HART goes from airport to Marion transit center, PSTA 100X route to gateway mall, then hike a few blocks on MLK to catch the 4 then a half mile walk to Vinoy. In other words, grab the super shuttle! Be forewarned that NOTHING at the Vinoy is going to be cheap.
