All you need to do is put in the other person's name for the ticket. I've booked many tickets for my family this way.
What airline, or airlines, gave you the impression they didn't allow 3rd party booking?

PS - my same comments apply to the travel agency websites. To extend cbn42's list - expedia, travelocity, priceline, .....

rockstarw,
You are so right. I learned something new. Had to verify it for myself. I found this on Emirates site:
"We accept major credit cards, and the credit card holder must be one of the passengers. We accept credit cards issued in countries as specified during the booking process. Your credit card will be debited when you click on the ‘Purchase Now’ button. If you do not have a credit card, you may choose to pay in cash while visiting one of our offices. If you wish to arrange for delivery or collection of a ticket in a country other than your country of departure, you will need to contact one of our local offices to make the booking and arrange payment and ticketing. The credit card must be in the name of one of the passengers traveling and the same card must be carried at the time of travel. It may be required for verification and obtaining signature on a credit card charge form at check in time."
I suppose one of the traveling party will have to get a credit card if you wish to use that means of payment. There was a full screen of other payment options, including various transfers, but the one that looked the simplest and least expensive to me was good old Paypal. You could set up a Paypal account and use that to book the tickets. The Paypal account could be linked to your credit card.
Sorry for being so dismissive of your original request. All the US airlines with which I'm familiar do just let you book as I noted. But I didn't realize other countries would be different.

it's ok thanks for confirming, also the Paypal payment option for emirates is not even available for India Most of the famous booking agents cancels my booking due high fraud rate in India, I don't know what the hell is that , all i need is a booking agent that'd be reliable and good with India airlines
