Could you provide insight on how to get to this enrollment center at JFK if you're making a connection (domestic arrival) at JFK?

They are located in the arrival hall of terminal 4 next to luggage re-check counters.

The GE office is before security, so if you are connecting from another terminal in JFK, you can just head for the office. If you arrive in T5, you will have to exit to get to GE.
[The AirTrain provides free connections between all terminals--if you don't know JFK, just use the "inner" loop, which goes to "all terminals".]

It's in T4, not T5. I remember is as almost underneath the escalator to the right when you're entering the terminal that goes up to the air train and departure level.
