It looks like they're just giving access to the existing airport-operated landside Muscat Lounge. It's clearly in response to NH opening their own lounge at OKJ this summer.

Yes it is. The pictures shown doesn't look like a standard JAL lounge at all. That's what I told Simmo on TOBB just now.
