Will be coming into SIN on a flight next month, but have approximately 12 hours between my inbound SQ flight and my connecting SQ flight (not codeshare).

As I will be traveling in Business, I know it entitles me to use the SKL... but can I use it as a somewhat of an arrivals lounge... have a shower, something to eat and then head out to the city for a bit?

Or is there a window of x hours they only allow access before the connecting flight?

There should be no problems accessing the lounge at all!

You can even access it 48 hours before the flight!

At SIN, you can check in up to 48 hours before a SQ flight, including checking luggage and going through passport control to airside. At that point, your boarding pass is valid for SKL access if you are entitled to enter that lounge and similarly for the *Gold lounge with a *Gold card and *A boarding pass.

I've checked in at the FC check in lounge (which closes late at night) in the evening and then enjoyed dinner in TPR before retiring to the transit hotel for a short night before an early morning flight. No problem at all!

Note that according to TSA rules (as the UA rep told us at the SIN DO), USA carriers cannot allow check in until about three hours before the flight. IIRC the Priority Pass Skyview lounge in T3 has a three hour stay rule, as do some contract lounges at SIN. (You pay by the hour, it seems, just like in the transit hotel.)
