From Isle, Minnesota:
It seems that the ever-expanding DHS and its agencies, have not forgotten about mule skinners at the parks on the Erie Canal. The Coast Guard (an agency of the DHS, same as the TSA) has decided that college students who act as fishing guides on Lake Mille Lacs, Minnesota are "transportation workers" and as such must obtain TWIC (transportation worker identification cards).

Rationale: Lake Mille Lacs is a federal navigable water because they floated logs down the Rum River in the 18th and 19th centuries. The last log floated in 1904.

Guess the DHS/USCG is a little behind?

 What next, TWICs for river rafting guides? Hiking guides (or is walking not considered transportation?)

Ummm. See this thread. (http://www.flyertalk.com/forum/checkpoints-borders-policy-debate/1279774-cbp-vs-boundary-waters.html)
More than 30 environmental laws would be waived and the Department of Homeland Security would be allowed to build roads, erect fences, set up monitoring equipment and use vehicles to patrol public lands within 100 miles of the Mexican and Canadian borders, according to proposed legislation in the House.

After they build the fence, put up guard towers, pave roads along the border, it'll be just like canoeing in Berlin, in the old days.
