I googled what you posted and yes there seems to be issues with a USA based credit card when paying tiger airways fares.

At first, I thought Tiger Airways launched a USA CC without having routes to USA....

Just booked now with no issue. Used my Hyatt card and it took me to a chase screen to verify some personal details (last 4 of ssn and info on card).

mine was declined online twice. Called the Singapore office got declined again with the agent then finally went through. Weird.
