Singapore - Overnight sleep at SIN airport before heading to town in the morning
Flying on a budget so had to bow down to deathstar from HKG-SIN to visit my friend, since my friend won't allow me to stay at her place I want to travel out of HKG in the last Jet* flight out of HKG that arrives something like 0020 at SIN, if I take a long nap till 6-7am in the morning, would the customs give you the funny look?
Hotels in Singapore so expensive now days so considering heading to Bintan or Batam for the weekend. Any recommendation for a cheap and nice hotel to stay. tripadvisor was a good start for research but it seems like only eat, beach, massage and sleeps. Harmoni One Hotel seems to be in the middle but for me... a nice seaview for me to take photos would be perfecto.

You could of course stay at the Ambassador Transit Hotel at Changi Airport and then go through immigration and customs 6-7 am. Cost would be SGD 47.08 (budget), 76.51 (standard) for 6 hours. :) You will not have problems with customs.

I've arrived and slept in the SQ lounge a couple of times, immigration never had a problem at all.

There would be no problem to sleep in the airport. Even if you don't have status to access the lounges (which are open 24 hours and where the lounge attendants might even bring you a blanket if you sleep there), Changi is famous for people sleeping over and the airport even provides comfortable lounge chairs for Y passengers with long layovers (I think in terminal 3?).

I don't think it should be a problem. If immigration asks, just tell them. As others have pointed out, there are even public places to sleep there. There are also some pay lounges.
Qualifier - do you arrive at the budget terminal? I've never been to that one. The others are all connected air side, and since there is gate security, when you get off the plane, you're immediately in the main departure area, not some immigration ghetto.

I believe you're thinking of a row of about a dozen chaise lounges on the mezzanine level of T3; whenever I've walked past, every spot has been occupied. People also sleep in the movie theater and on the floor in corners away from foot traffic.
Personally I would opt for the transit hotel and avoid checking bags but YMMV. I would also consider the SKLs if you have access, although IIRC renovations have wiped out the sleeping cubicles in the T2 IFC side. They have wonderful showers and toiletries.

Can't see the point in having to drag yourself all the way to Batam just for a bed.
Try this - http://www.accorhotels.com/gb/promotion/specials/crazyprices.shtml
It's offering the Ibis at Novena (2 stops to Orchard Road) for less than £50 a night - so about HK$600 - for a random weekend that I plugged in! Ibis Bencoolen is a shade more.

What happens to checked luggage if one arrives at Changi and sleeps for six hours in a transit lounge before passing through customs & immigration?

I've done this. In my situation, I arrived in the evening but wanted to sleep in the SQ lounge overnight before collecting my bag in the morning. The arriving airline pulls the bag off the carousel and stores it in their secured storage area. I went through immigration in the morning, went to the baggage office, and showed my claim number. They looked it up and unlocked by suitcase. It took about 15 minutes. It seems a pretty common thing to do - they had hundreds of unclaimed bags.

I arrived by LH F at 4pm and didn't claim my bag until 10 am the following day. The bag was among other unclaimed bags in a separate area, but it's not locked.
Make sure you exit through the correct terminal(the one you flight arrived at) , otherwise you can't access your bag.

I wish I had known about the mezzanine level of t3 last month :). I ended up crashing out on the soft red square thing of the tourist brochure booth lol
