I am thinking of booking a ticket via Expedia.

The ticket fare rules show that it can be cancelled (at a cost) - but the (standard ?) Expedia notes show that the ticket cannot be cancelled.

I would be glad to know if anyone has had experience with this sort of situation before. Is this standard Expedia blurb ? Or will they really enforce non-cancellation on their own behalf ?

Cancel and refund are two different things. Non-refundable means you cannot get your money back. However, a non-refundable ticket might still be able to be canceled or changed, meaning you can pay a fee to exchange it for another ticket on that airline.

For the ticket you are purchasing, if you cancel it before you depart, they will allow you to use the value of the ticket (less 50 euros) towards another ticket on the same airline.

It is a terminology issue -- "non-refundable" in this context simply means that the ticket is not [fully] refundable.

Indeed, it is (and can be disregarded).

Actually, the Fare Rules in question clearly allow both cancellations and refunds, so a refund can be obtained to the original form of payment (less the specified penalty).
