InterContinental Hotels: Priority Club & Inter-Continental Ambassador - refund on pointbreaks?
I just stayed on PB that was horrible. The toilet was clogged when we get there and we called and emailed 4 times before it was fixed. We had to use the restroom in the lobby for most of our stay.
I've asked the hotel and corporate to refund my points bases on this. Has anyone been successful in getting their points back for a similar situation?

Did you explain this to the hotel staff/manager and request a refund? If they refuse you can always go higher up the IHG chain, which will probably result in a refund. The fact that you paid with points doesn't mean you can't get a refund.

Why, if it was not resolved after the first call, did you not just go to the front desk and ask to change rooms? I can't imagine why you would email the hotel when you are there and making trips the lobby restroom.
If you are going to complain, it would have have been better to make the complaint at the time so the hotel could resolve the problem.

OP, I sympathize with your situation. But this is the exact kind of situation that calls for you to make a trip to the front desk and ask that either they unclog the toilet or move you to another room with a working toilet.
You can certainly try your luck and ask for your points back like you did, but it would've been much better to ask the front desk to resolve the problem immediately upon discovery and make your stay a more pleasant one.
The hotel was Holiday Inn Express MONTREAL CENTRE-VILLE DOWNTOWN
I did submit a request to the Customer Care, and they are going to refund me 2500 points.
