Hi, guys, I'm totally new here, hopefully someone can answer my question.
Intercontinental Kuala Lumpur is offering 4000 bonus points package. So, if I book this room, will I get the 10points/USD spent and 2000 bonus points/intercontinental stay on top of the 4000 points? Thanks a lot.

You will get only 2000 PC points/intercontinental stay + 4000 bonus PC points.
Outside of US, each intercontinental stay nets you 2000 PC points. In US, each intercontinental stay nets you 10points/USD spent.
You get more if you are a GOLD / PLATINUM / ROYAL AMBASSADOR member.
Sign up for all the bonus promos to get more points. If you are new, 1 night could net you more than 12k - 15k points.

I'm a new member, but I don't see any promotion offer in my account that can let me earn 12k-15k points, how can I register for that? I'm not US residents by the way. Thanks a lot for your help=)

Have a look at the first few post of the master promo thread and if you sign up in the right way, you get additional points which could sum up to the number mentioned by Raffles in his post.
The promotions will maybe appear in your promotion offer after you signed up for the promo. Unlike e.g. Marriott they does not neccessarily show up in promotion offer before you sign up.

Thanks a lot for your information. So, I can sign up for the same promotion again and again? Or I can only sign up once only, as a new member?

Most bonuses such as the Welcome Back, Elite Member, Next Stay and New Member are only once. And virtually all expire in 90 days.
Exceptions are the Anniversary Bonus which allows points for unlimited stays for 90 days following registration, and the Weekend Stay which is only awarded once but is good for the balance of the calendar year.
