Has something changed? In 2009/2010 I got two nights credit on IC BOGO stays but the call centre is insisting it's one for the late 2011 stay....

It's a kind of IHG's response to competition. In times when Starwood treats reward nights as qualifying, IHG decided to reduce member benefits.

You only had 1 paid night; if it credits automatically as 2, then that is a bonus but it is quite valid that when dealt with manually it gets credited as one

except for the bit where they haven't

For example, the notorious Barclay hotel was always stingy regarding BOGO nights (stays posted as non-qualifying), but the Ambassador desk manually credited two nights.

Now you get only one night after your point discrepancy claim.

In case of RAs, we can argue that the second night is really free. But for plain Ambassador members it's not free at all, its partial cost is simply included in the annual membership fee.
