Other European Frequent Flyer Programs - Booking CSA OKplus ticket for another person

I used to put some orphan Skyteam miles to OK plus, so now I have enough for one TATL Y flight. It seems like a better value than 2 EU flights, as their base fare is very low on the routes I am interested in and YQ is just about the price of the revenue ticket on other carriers. Anyway, I need to burn it soon before the new rule for mileage expiration will kick in.
I plan to buy this award ticket for a friend of mine. On their website it says "In the case of a gifted bonus ticket, the account holder himself must take care of the issuing and picking-up of the ticket, subject to the verification of a valid PIN or his identity, based on a citizen identification card or passport, in a Czech Airlines office."
Anyone with some actual experience on this? I assumed the booking is done over the phone, so I wonder what "picking-up of the ticket" may mean in e-ticket days? If I get my PNR from the call center, I do not need anything else, I presume.
Luckily, I live in the city that is served by CSA, but there is no proper office, just some airport reps, working with many airlines.
Any advice will be appreciated!

Worry not. If you do booking on the phone, and log in under the FF number you want to use the miles from, and if you know your password, they will issue the ticket in any name you want. I just did that last week.

The rules you quote are probably ancient and they have no staff to go through them and update them.
