Hertz - Hertz Rate Code different from T&C

I used the rate code "FRDM" to book a car in San Francisco directly through the Hertz website and got the booking + rate confirmation number.

But when I read the T&C of the rate code "FRDM" from their website, it says it's invalid in CA and at airports.

Now I am confused - why would the booking engine allows me to go through?

It depends on which terms you look at, off this page for example

The FRDM rate's exclusions are

offer is redeemable at participating Hertz airport locations in the U.S. (not including NY Metro, HI and AK), Canada and Puerto.Rico

So they would be OK in California.
