Travel Products - What is this and why does Targus think I need one?

I got a new laptop bag at work today. Inside the laptop bag was this small zipper bag. I can't find an explanation as to what it is designed for on the Targus web site. What is this little thing and what would it normally be used for by a traveler? I'm sure the folks at Targus had a specific use in mind when they included this little guy.

Help bundle your power cord/brick/other cables? If not the intent, at least maybe a possible use?

Yeah, I think it's cables. I had something similar for my mine-size projector.
