Weather depends on the year. This year was very abnormal... we had no rain in February and rain in March and April, usually it's the other way around. Highs are usually +15 to +20, it may get to +25, or may dip down to +12. Generally, a very pleasant month to visit, especially towards the end of hte month.
It's business as usual without the tourist crowds, so everything you need will be open.
