Singapore Airlines KrisFlyer - It takes three days to change a ticket?

I had originally booked a fully refundable F ticket from SIN to MNL. Then I decided to change to SIN to DPS in J (no F on this flight). When I called SQ, first they told me I actually had to actually call Singapore, not the U.S. 800 number, then even when I did actually call Singapore, they still said they had to check with "headquarters" to see how much my refund will be before they could change the ticket.

THEN, when they did change the ticket, they charged me a S$62 "administrative fee" to issue a refund, even though my original F ticket said "no charges for changes."

I'm new to SQ. Does all of this sound right? It's not the S$62 that really matters, but I'm just annoyed that the original ticket said no fee to make a change, and then, in addition, it took three days to do it!

Unfortunately, yes. SQ charges Administrative fee for all refunds. That's in addition to fees specified in fare rules. There should be no charge if you just make changes to date/time.

It is also common to refer refund requests to issuing office as they can ascertain how much you actually paid. Some markets sell tickets at discount to face values.

If there is money to be refunded then yes, there is a refund admin fee

But if it is to change to a higher fare or higher class, there is add/collect of the fare difference but no fee.

You just can't change a ticket from originally going to MNL to DPS!
The first ticket must be refunded. Then remaining balance brought forward towards new ticket. And recalculated. Any leftover will then be refunded to you.

The admin fee is low considering what you're doing. The original place of issue ie Singapore must handle the refund and reissue due to the original currency paid.
